I don't think we should be worried about how the community define disaster risks. Instead we should be concerned with the community understanding disaster risks. This understanding of disaster risk is underpinned by the community being aware of hazards prevalent in their area. In my study which can be accessed on https://jamba.org.za/index.php/jamba/article/view/61/82 , I have argued that in South Africa informal settlements are vulnerable to multipronged disasters and therefore the community (including school learners) should be aware of hazards prevalent in informal settlement.

for your comment. It is the same in Canada. However, within Provincial (State) and federal disaster risk management processes, local and vulnerable communities (such as Indigenous, homeless, immigrant, and others) most time left behind. Most times, these groups are most affected. Therefore, we need to build a community-led disaster risk adaption.
I am contemplating similar questions within the parameters of my doctoral dissertation. I would agree that understanding is interconnected with meaning, leading to pragmatic actions. The challenge is that community participation and engagement in DRR is often perceived as a political action, and I'm not sure whether the involvement of scientists (social or natural) can actually be politically neutralized

Understanding community meaning has political purpose we as researcher, it will help us not only to rethink the meanings of disaster, but also it will help to reshape our research from community perspective. We as research has responsibilities to center communities perspectives and needs in our research and write policy report. I personally think, we have active role in centering community needs. I am interested to read PhD dissertation once you are done.
These questions require a lot of thought and a great deal of text to answer. We did some work about three years ago looking at lessons the USA could learn from Cuba and Bangladesh as to how to increase American coastal communities to coastal floods.
