It depends on your aims and your psychological type.

I think there is no harm or antagonistic issue to do both: accepting an invitation for an editorial membership and at the same time working on your own anticipated journal. The problem most likely to be is  if the journal you are pondering is similar in content area to the one that invites you, as there will be a conflict of interests.

If you have an idea of publishing a journal most welcomed and in my opinion go ahead. For few issues you have to struggle but I am sure the journal will be one of the reputed and indexed international journal.

I believe establishing a new Journal is better than joining the editorial board of an existing Journal. Sometimes, it is better to build a new system than to change an existing one. Thus, go ahead with establishing a new journal.

Of course @Abedallah, join the editorial board if that Journal meets your expectations and scientific criteria!

Creating a new journal is more ambitious than it looks. It requires personnel, money, full-time job, bring lots of responsibility, pressure, ..., If you can cope with these issues, then  do a feasibility study, establish the editorial board from different countries, then think again so finally you soon quit such approach.

So It is better to start with something already exist. Gain enough experience before launching a new journal. Even being on the editorial board of a journal is a lot of work which may force you to quit soon

It is not easy to establish a new journal unless there are available adequate material resources as well as dedicated supporters who will work hard in a team spirit. Add to it the fact that a newcomer to the existing older journals will be faced with fierce competition. If it is a well-calculated adventure, then I offer my best wishes for success. 

If one is not a leading figure of a large academic circle and there is no financial backing, setting up a new journal would be an impossible undertaking.  There would also be the marketing issue.

Goahead,dearAbedallah.It is better establishing a new Journal. First two or three years you will work hard because it is a new entity, but after that you will gain the benefits of your efforts.

Dear Abedallah - Creating a new journal is easy - if it is launched by a reputed Publisher, who runs many Scopus / SCI indexed journals. Initially your journal will have basic indexing only. Get a good Editorial Board, who work hard and who can bring good papers to journals. First few years will be hard, and once it gets good indexing, in-flow of articles will be easy. You may plan Special Issues for promotion also.

Attracting researchers of repute and looking for good papers is also a vital issue in the beginning, In one way, keep some invited papers on current issues/ technology / techniques / state of art. Also, extended versions of some selected papers of internationally recognized conferences may help in getting good papers.

Kindly avoid 'paid journals' for your first journal! As 'open-access' journal, it is common for many new journals to levy publication charges to authors. I shall be glad if you work with a good publisher who avoids levying publication charges to authors.

Its better to joining the editorial board of an existing journal for more experiences and fame.

I also like to add that when you start the new journal or take over an existing journal as new Editor-in-Chief, kindly look into Editorial Board of the journal and restructure it. By joining the editorial board, you are giving them two of your most valuable possessions: your time and your professional reputation. But Creating a new journal requires employees, a lot of money and  full-time job. 

This may be important to researchers, I have chosen this thread to post it. The new Elsevier Publishing Campus provides researchers with the training they need to improve their article writing and reviewing skills!

Dear Abdellah, I suggest to be motivated towards starting a new journal but for that it would be better to have experience with existing one (may be you have a chance to continue as EIC) and build a team with time that will facilitate you in timely  publishing whenever you want to start your new journal.

It is very hard to answer in your question, I think is it better to serve as an editor in the existing journal then to establish the new  

I'm sure, it's a greatest success to have your own journal. In this case you have your own opportunitiy to select the materials and communicate with the people, who you can select and appreciate according to your highest professional qualification without  censoring above.

Both are the ways to help others by sharing the standards publication.

It would be difficult to become part of an existing journal (especially if your articles have been rejected by them), but if you can it would be good for the experience. If you could establish a new journal, this would be a much better experience since you can see the evolution of one from the beginning.

I think it is better to be a part of an esteemed established journal and to take experience and then you may start establishing your own journal

Why not first join an editorial board of an existing journal to get more experience and then gradually plan to have your own! Nothing is impossible, as long as you want to do this.
