This purity is good for qPCR, although for RNAseq, purity in addition to integrity are both required. The integrity of RNA which is determined by RIN values should be above 8, depends on the company. Some would accept above 7 as well.
The purity of RNA in this range is good to be used for qPCR but for RNA seq, you need to do the additional step of quality checking that is RNA Integrity.
ideally you want your RNA to have 260/280 of 2 and RIN >7. 260/230 is lower priority, we've seen some samples with poor values amplify really well; 2-2.2 is good. so your sample is likely ok, move forward with qPCR
