Try your library for "Gmelin" Inorganic chemistry Volume Zr (this is the inorganic Version of the Beilstein compendium for organic chemistry.
Zirconyl nitrate, basically nitrate precursors were highly soluble in water.
I think, that the best source is ZrCl4/SiCl4. Gives pure oxides because product are HCl(aq). The reaction is the hydrolysis: ZrCl4+H2O>ZrO2+HCl.
Try Zirconium Sulphate in moderate condition.
