I have photos for some stressed plants this photos I take it by digital camera with resolution 16 Mg pixel, can we analyse this photos by any image processing software to extract the reflectance of this plants? and calculate the vegetation indices.

Have you looked at ImageJ (http://imagej.nih.gov/ij/)?
It's an open source and highly extensible package. There is a very active user community that is developing plug-ins and analytical subroutines/scripts etc. While it can be very powerful in skilled hands it is also relatively easy to use for a beginner - I used it with US high school students (ages ca 15-18) to do forest canopy density analysis using images they took with their cell phones. I'd be glad to send you the procedure - it can at least serve as a starting point for you.

I agree with Eric. First it should be clear which indices you are going to calculate because each indices has its own specific requirements i.e. spectral range. For example if we go for NDVI you need infrared band which a simple digital camera does not have.
Basically the image chosen depends on requirement of specific indices. As far as software is concerned, there are many in market which has such capabilities.
