I have submitted a manuscript in a reputed journal, it went to "under review" for almost 2 months and then the status changed to "Under Editor Evaluation" . However it remained under this status for the past four months. I have send two emails regarding this but didn't get any reply. Could anyone suggest what to do in this situation ?
"Under Editor Evaluation" might mean:
1. The editor does not agree with the opinion of the peer-reviewers (PR). He could believe that the article would be suitable for publication, in spite of negative reviews.
2. PRs have sent contradictory opinions and the article needs another PR.
3. The editor acts as PR himself (maybe because no suitable PRs have agreed to review the manuscript).
You should try and contact the Editor or another member of the Editorial Board.
This is very frustrating, and frankly dishonest of the journal to hold up a decision, and your progress. Unfortunately you have just two choices: 1. keep hassling the editor and wait 2. withdraw paper by writing a letter to the editor, then submitting the paper elsewhere - informing the new journal of what has happened.

The editor is has not made any decision. You should notify him and give him a specified time if no response is received that you will withdraw your paper.
