Journals' Guideline for Authors mention " that it is not under consideration for publication elsewhere " as part of an ethical issue. What does that mean exactly? Does it include just submission?
Getachew - it is considered unethical to submit a manuscript to more than one targeted journal at the same time. The term you identify refers to the jounral asking your assurance that you have not submitted the same manuscript elsewhere - while it is undder consideration with them. The pressure on scholars to publish, and long review wait times etc, may sometimes tempt authors to 'break this rule'.

I totally support the "not under consideration for publication elsewhere" rule. I do believe it's unethical to submit the same article to more than one journal at the same time; breaking this rule is certainly bad practice even if one is under pressure; one can get busy writing or preparing for another article while waiting for the publisher's decision.

At the time of submission to any journal, we must ensure them that we only submit our work to them, not to others at the same time.
I think the time that submission, desk review and revision takes has to be considered and I suggest simultaneous submission has to be different from simultaneous "under review: Grzegorz Boczkaj

You must choose one journal. However, you can submit another journal after getting a rejection letter from a journal.
