Or does this system should be an internal substem of ITS with dedicated personel room (like headquarter) and terminals for emergency staff: police dispatcher, fire dispatcher, emergency medical dispatcher? How it looks in the other-functioning or planned ITS systems (eg. TRISTAR, KSZR GDDKIA in Poland, and other countries)?
The Disaster Management System should have a link with the disaster warning organisations and on recieving a warning capable sending alert messages to the respective relief and rescue institutions such as the national and district level administration. For example in India a Disaster Management System is connected to India Meteorological Department for warning on cyclones, storms etc.; to central water commission or floods; Tsunami warning centre or tsunami etc. On recieving warning, the Disaster Management System identifies the likely impact areas/regions and alerts the district administration to take immediate relief/rescue operations. Basically the role of Disaster Management ITS is to identify impact areas and alert.

But what do you think about traffic management in case of large traffic accidents with bigest congestions, or in case of passing privileged column of many vehicles of medical care, fire brigades, etc. Another case is a massive event for large facilities such as stadiums and traffic management for congested vehicle flows and congested pedestrians flows?
In Mijas (Spain) we have a motorway with a high percent of accidents and the motoeway get collapsed at that moments. We develope a system that move traffic to other small roads with signs "alternative way" and reduce the police officers that we use to manage traffic.
Emergency vehicles have access and can work properly because there are not other cars in the motorway at that moments.

To be effective public safety agencies need to use system level thinking strategies to ensure that any investment decisions provide an integrated platform which is able to deliver a high level of interoperability between multiple agencies for both business as usual operations and disaster response activity. A spatially enabled common operating picture will be at the heart of such a system and needs to be able to capture data generated from ITS.
