I have been studying post-Communist public administration reforms especially the Romanian case and South-Eastern Europe since 2006 and witnessed the growth of the interest and literature in this field. I am especially interested in expalining the huge transformations within South-Eastern European public administrations through a historical institutionalism approach within the European integration process. Generally, the best process of studying government is the constitution. The comparative study makes us to try to generalize one government to another. This is why no one can answer or solve the problem in one country. Our mind is being adjusted to comparing an apple to an orange. So if you want to study Romania, started with its constitution. You cannot study Romanian by going through Russia. If you want to solve the problem in Romanian government, study the country itself. You will find the answer there. If you study Russia and think that you can apply what Russia is doing to Romania, then you are engineering a chaos theory and practice. Start with Romanian constitution. You will be blessed with the answers it provides you.
Caroline, I am not sure that I would recommend comparative study of constitutions as a primary approach to the problem. You are right in saying that each country has to be studied on its own merits but the constitutions are always nicely phrased and rarely reveal the reality of governance in countries where there are problems. Paper is patient and no country has yet written into its constitution that civil servants should take money on the side or minorities should be discriminated against...
I agree with Frank. What is written on paper doesn't often reflect reality. The biggest problem of public sector reform in these countries is implementation. Just let me give you an example in the field of ethics legislation in the public service. Being highly regulated in this area doesn't necessarily mean being characterized by a highly ethical public service. Or in other words: more rules do not necessarily lead to less corruption. Understanding the dynamics and reality of public service reforms requires more than just a study of the constitution and of legislation.

If you study public administration, the most interesting thing I find is that almost all over the world, which is a phenomenon, the government is adopting the NPM (New Public Management). This NPM is the same as a private corporation in all its characteristics. The irony is, it destroys. The government all over the world also does not have the capacity to do any analysis. This government system rejects the intellectuals and this rejection is fueled by the politicians, who are indeed lacking in many. Most politicians do not have proper education, but they claim they are "experts" in everything. They never stay long on the government, but only as "passing by" leaders. They never do any policy works or never make regulations, because they do not have the knowledge and never go through a development process.
Government needs the other side of reform, which is as it should be - a public administration - not a business. If you study public administration constitutionally and the NPM, you will be able to find the answer to propose the other side of reform that can promote social change or a better government.
There has never been anything good about the NPM. It is a system of self-destruction. This system is decorated with leaders who do if nothing, very little. They are corrupt and self-centered. The government needs leaders who are doers and humble.
Good approach and I really appreciated your time.
