I usually have several journal articles under review at the same time, so I usually use both options. This ensure that I have some journal articles turnover, but also get some articles in better journals over the long term. However, this also depends on your personal goals and if you have certain targets that you need to meet for work purposes!
Journal with affordable payment but very quick review, because I send articles, of course I have great hopes so that my articles can be accepted, and can be published immediately.
A journal without payment does not automatically mean a very slow review.
A journal with a very fast review and requiring payment might be a predatory journal. Do not favor a low-quality or fake journal over a quality journal.
I like journals with good quality, but I also really want the review to be done quickly, because everyone has a target in the work, time means a lot to us, so if the journal gives a reply more than 8 weeks I think it's too long
