An interesting case of faculty promotion. After 1.5 years of receiving the positive results about the promotion file, the administration declares the case and promotes the faculty member. What could be the hidden reasons from the administration point of view if the file was highly rated by internal and external referees.

Many times, academic persons desire to grow in the institution with not only intangible rewards but with financial rewards as well. New universities with high control management usually practice such moves.
The administration knows the inside incidences/stories about the person, which the internal and external evaluators may not give importance to them.

I like to add here that internal auditors of the works of that instructor were voted as positive as the vote from external auditors. That same faculty is a popular figure and known for his integrity.
Therefore, I say it was pure bias.

You are right Ghada, it is a sad case. Such behavior is very possible in institutions that seek profit as a target and these need to work a long way to set a fair system for the betterment of the academic freedom and the instructors' right for transparency.
Well, to add more on the issue. It seems that certain colleagues do their disruptive work against the person in question causing such outcomes. Really unprofessional behavior.
These cases exist in many for-profit organizations which does not care in the development of its faculty members because it considers this a cost!
I agree with you Prof. Atrissi, specially for-profit new universities are the ones which stall to comply with their duties toward faculty members. Usually, they leave no choice for the instructor concerned, if he/she does not like it, well, may leave!! and such university does not care if losing a Talent.
In Croatia, it is all about quotas. You can't be promoted unless someone retires and frees a space for others...in some other cases you just have to wait for all the important signatures and approvals from different people, ministry...
Its really a sad condition. Sometimes, the processes for such promotions are too cumbersome in some universities. At times, jealousy of the successes of the faculty member may be the reason behind the deliberate 'slowing down' of his or promotion processes.
Possibly there are two main reasons:
1. Process is very slow
2. There is politics against the candidate
Although I don't know the circumstances, I am almost certain the person who held up the promotion is neither a scholar nor an accomplished academician. True scholars appreciate and promote excellence!

In Lebanon, politics is more of a reason. Here, internal university politics. A fact that reflects internal divisions.

It could be a matter of budget, since promotion brings with it slary review. Or it could be simply politics.
Prof. Atrissi, a matter of budget may be on the short term not as a budget for Faculty development! I think it is a matter of politics within the institution.
