What Causes Carbon Build Up On A Spark Plug?

We using Piper aircraft. Recently we facing a carbon deposit in the spark plug. We cant solve the problem . Aircraft having the big starting trouble.

How to sort this out ? Water molecules in the fuel cause this problem?
