Typically, when a journal does not accept a submission, they provided some specific criteria for re-submission. If you can't meet the criteria, but you feel that your research still contributes useful information to the topic, your options are to find another journal or to self-publish (options include posting here on ResearchGate or an open publication research forum - see https://doaj.org/).

As a thought experiment for your decision-making, ask yourself if you feel that additional patients would make a difference (for example, did you find a trend of differences between the groups of patients, but statistically difference between them because the variance was high). In other words, did you have findings that were so striking that regardless of a lack of statistical differences, you feel they should be brought out?

I suggest you revisit your text and and ask yourself if the journal that rejected your text was the right 'fit' for your research questions and the data. There are a lot of journals out there, consider doing a journal search to see where people writing about similar issues and questions are publishing and consider submitting to one of those journals.
