My cell consists of 3-layer MEA with 0.3mg Pt/cm^2 loading. Toray 060 carbon paper, and 5-mil gasket. My wet-up and break-in procedures are based on Scribner's protocol at 70C/70C/70C at fixed 0.5 lpm H2 and 1.25 lpm Air. Sometimes, my iE curve after break-in can reach about 0.8A/cm^2 at 0.3V but sometimes it can't. What can possible be the culprit?

It could be a contact issue of the MEA to the conducting plates or it may be due to flooding. For contact issue, tighten your PEM cell a bit more; for flooding, increase the air flow rate (for example, I would use 125 sccm H2 and 500 sccm air).
