This could be a problem caused by unfit variables try and do goodness-of-fit test and get the initial rotation values of these variables or do a rotated factor matrix and see the data structure.

Or find a more robust statistical technique to solving the problem

thank you MR Busari Yusuf for your answer after finding initial rotation values and using rotated factor matrix in my data structure works fine in stata software and my efficiency are within the the range of 0 and 1 and also using Rstudio software without doing any change in initial data, efficiency can be found easily and with both software give the same value.
