From my point of view, they look like mite damage at first glance from your photos, especially upper photo. However, you responded that there is no any pest. As Dr. Ivanusic pointed out, they can result of environmental problems as winter chlorosis. But after his advice is carried out , if these symptoms still occur, I propose that you should evaluate virus possibility such as Rose yellow mosaic virus and herbicide damage possibility.

First tests show that soil temperature was equal to air temperature, and water content was optimal. So far there are two possible reasons: toxic chemical in compost/water or virus infection. It does not look like any common rose virus (for me at least) but rose plants can be infected by many other viruses.

I agree with the other researchers that the climatic conditions of the greenhouse can be one of the reasons for the chlorosis. Also if I may add, I saw similar symptoms on tomato plants (although they are totally different genus and spp), but on some leaves and not the whole plant. My supervisor recommended me that there can be shortage of the essential nutrients in the soil. After I kept adding the nutrients for a week regurarly, the plants turned back to green and looked healthy. So maybe you should also check the nutrients in the soil. And since you mentioned about the virus, maybe you can have a look at some leaves just to be sure that it is not any other virus.

According to my opinion. diagnosis for these symptoms it depends on different things and skills, and its not easy to diagnose the disease depends on pictures only :

First of all u have a look for the whole plants in the greenhouse and to observe the infection pattern or distribution in the whole field.

Then you have to determine if the infection appeared on the whole plants that could be an indicator for a biotic infection ((malnutrition or environmental condition)) inside the greenhouse . if no, then go to the second point

If the infection appeared within plants they are in the same line that means this is like biotic infection and the pathogen might be transmitted by irrigation water or touch of plants leaves to each others. if no

If the infection distributed randomly in the fled that is means the infection caused by some insects, vectors, or might be air borne pathogens. if no

Then u need to have a look for the symptom-ed plants as individuals by visual diagnosis after that there r two probabilities:

1- virus infection

2- malnutrition specially iron deficiency .
