I'm interested in developing a scale to predict behavioral health counselor organizational retention. Any ideas for book(s) or article(s) people have found particularly helpful to them are appreciated.
Barbara Brown (2003): Employees’ Organizational Commitment and Their Perception of Supervisors’ Relations-Oriented and Task-Oriented Leadership Behaviors.
This research study deals with "employees organizational commitment". Three types of organizational commitment are identified, namely affective, continuance and normative commitment (see pp. 30ff.). Research work, involving affective, continuance and normative commitment is described (see pp. 31ff.). One aim of this dissertations exists in examining these different types of organizational commitment.
For this purpose several Organizational Commitment Questionnaires (OCQ) are described (see pp. 40ff.), for example:
Porter’s et al. (1974) Organizational Commitment Questionnaire (OCQ) and
I assume, if you've got a look at these questionaires, you'll find general items and scales, in order to measure organizational commitment. Research findings are also represented (see pp. 50ff.)

And I do like the DeVellis book for those who want to learn both "why to" create scales and "how to" do it, but it is a bit conceptual for someone who simply needs to create one scale for a specific study.
