Well, the time-rate-of-change of Earth's Rotational Kinetic Energy would be

d/dt ( L^2/2I ) = w dL/dt

The Moon is receding from earth at 3-4 cm/yr which defines dL/dt, and Earth's angular frequency is once around per day. A quick calculation gives me 2-3TW of power dissipation.
