Here is the outline:
1. Introduction
a. Define the problem b. Provide goals of the researcher(s) at the beginning of the study
2. Background and Rationale
a. What is the conceptual framework in which your study is conducted? b. What propositions have you developed as a result of this framework, which you propose to examine conceptually? c. If appropriate, describe yourself and indicate any biases or factors influencing your perspectives.
3. Research question(s) and methodology

What are the steps involved in conceptual paper writing?
Conceptual paper writing happens when the author(s) / researcher(s) haven't completed the data collection or data analysis, or they have completed the research but want to split the entire research work into numerous articles whereby conceptual paper can be one of them. Literature review paper is different from conceptual paper as the former is without the conceptual framework whereas the latter is included the conceptual framework. Conceptual paper does not include empirical research results.
