Can any one tell me, what are the steps to follow for developing a measurement Instrument?

Usually these are the steps followed to build a reliable Liker Scale:
1. Get (through the media, literature, etc.) a set of phrases that express opinions about the attitude(construct/goal, and select those which express clearly a favorable or unfavorable position.
2. Ask a representative sample of the population to position face to each of the chosen phrases, in a five-position scale: 1(strongly disagree) from 5 (strongly agree)
3. Eliminate unchanged phrases, or wherein the sample positioning does not resemble a normal distribution.
4. Quote the answers to favorable sentences assigning the value 5 to the response " strongly agree " and the value 1 to answer " strongly disagree." Quoting the unfavorable in an inverted way: assign the value 1 to the answer " strongly agree " and the value 5 to the response " strongly disagree." The final score is found by adding the values assigned to the answers.
5. Undertake an internal consistency analysis of the scale by the correlation between each item and the final score. Eliminate items that have low correlations, since that measure marginal aspects of the attitude that we evaluate. The final version of the scale should be test with a reliability test. The most common is the Alpha Cronbach (in SPSS: analyze/scale/reliability analysis – insert all items and you sholud obtain a Alpha at least of .80).
