Synthesized compounds need to dissolve in suitable system before injection and some solvents have limitations, like DMSO can not be used more than 20 %.
pH adjusted normal saline, ringers or dextrose. With experimental animals you can probably get by with a small amount of DMSO or something similar but venous irritation will be an issue. If the compound precipitates out of solution then it is not suitable for IV injection because of the risk of microemboli. You might need to synthesize a salt or resign to the idea of another route of administration.
If you are looking for a systemic response consider subcutaneous administration, microencapsulation for oral delivery, rectal delivery. Even intraosseous might be a viable option. If it can be suspended in oil that a SQ injection might allow you to give fairly large amounts of drug that would be absorbed over some time.
