Well the first question to ask is if you really need concrete for that specific application. An alternative to OPC is the Limestone Calcined Clay Cement. I think they are going now into large scale production in some countries.
As of now in India, alternative materials for OPC in concrete, are fly ash and rice husk ash. These materials are rich in SAF and fly ash is readily available in market too.
Geopolymer concrete with alcofines can replace OPC even for general construction. It is difficult to gain required strength without alcofines at normal temperature.
I agree with Mr. Edwin Zea Escamilla. In the case of utilization fly ash, silica fume and other agro-based industrial ashes, 100% replacement of OPC may not be achievable unless they are enhanced with certain physico-chemical modification.
Natural pozzolanas found in previous volcanic areas could substitute or replace OPC in concrete.
