Hello Masoud - this is a hard question because the area you are dealing with will be soon going to war because the next war in the area will be between the Nil and the Tiber Rivers for water ...
The aim of any common methodology of scientific knowledge is to provide the system of general theoretical principles for the solution of the objectives in question. For this reason to write about methodological receptions
it is much difficult than to conduct a research dedicated to specific methods of collecting actual material or source study analysis.
It also assumes the availability of particular skills and efforts directed to its acquisition. However to comprehence such skills is much simpler. These skills are gained during an express practical training, for example in
paleography, sfragistika, source study, etc.. Figuratively speaking this technique represents method (insctruction) i.e.
"tactics" whereas methodology is a "strategy" of a scientific research.
For this reason methodology is not a set of some
obligatory technical regulations and procedures (though this
part has to be surely considered), and rather a kind of set of the common ideas, approaches and the principles which cannot to be comprehended in the same way as concrete methods of collecting documentation or its source study criticism.
There are different methods of such research: narrative, history-genetic (including the reconstruction of events), period gradation method, and some others.
here are some examples of the last method:
1. Period of cultural domination of Middle East (500 y. before BC);
2.Euro-Asian equal balance period 500 BC - 1500 AC;
3. West domination period 1500-1700;
4. Unstable world balance period 1700 - 1850, etc.
-Comparative method;
-Typology method;
-Structural method;
-System analysis methods;

I think a possible methodology is a comparative study.
For example a study compared to the intensive water use that was made during the twentieth century in the Soviet Union for industrial and agricultural supply and your reality.
In this field there are works related to the economic and human geography, which run away from political issues, but reveal the consequences of urban pressure on local geography.
The main scietific methods for conducting a historical review research: Historical Research Methods include-- carry out field work for data, draw up a proposal, then the reaerch itself and in writing do interpretation/explanation, ensure objectivity, source criticism and referencing.
There is similar work has been done in Iran. In this research the authors said that work has been accomplished based on " Grounded Theory" Method . I don't know what that Method is .
I shall say the most viable methods to carry out such a review would be data gathering or, as it has been suggested above, a comparative study. Comparisons are most useful, as they help you enhance your knowledge and fine-tune your research.
