I'm a policy debater and I'm considering using bilingual education as part of my plan. However, in order to do so I need to have impacts with evidence from reliable researchers. I've hit a block and any leads or answers would help.
Edit: Thank you guys for all of the files and links, they have really been a huge help. If you all don't mind I have a follow up question why would it be better for the federal government to execute this plan rather than states(in the US).

You might be interested in this: the situation in Holland is that more and more of the higher education is in English, to prepare students for globalisation. Also important issue is to attrackt more international students.
