What are the foundations of the load induction length when designing composite members according to the AISC 2010?

My question is, should´nt the load induction lenght be in function of load conditions and not the geometric properties.

I am not an expert on this particular topic, so does anybody knows the theory of this load induction lenght or where can i find documentation about it.
