The Sustainable Development Goals or Global Goals for both developed and developing countries are 17 interlinked global goals designed to be a "blueprint for peace and prosperity for people and the planet, now and into the future. In a country like Nigeria and most African countries, there are limitations to achieving these goals.
Responses to this query will depend on what the said "limitations" are for Nigeria. In Nigeria, challenging issues probably pertain—in particular—to poverty (SDG-1); health and wellbeing (SDG-3); education (SDG-4); gender (SDG-5); work and economic growth (SDG-8); peace, justice, and strong institutions (SDG-16); and partnerships for the goals (SDG-17). Solutions are not easy to formulate in a VUCA world but it cannot hurt to look at what targets the SDGs envisage in each of the afore-mentioned instances and to work out what changes (including, say, capacity building, investment, regulatory and policy reform) might be needed to advance these. At a minimum, a sense of direction would emerge from such an exercise.

The policy formulation structure or paradigm must shift from top-down to horitizontal in which all stakeholders are included in the design, execution and evaluation of those policies. This will elicit ownership and will ensure that SD efforts are based on the interests of the key stakeholders. The plethora of actions that will follows such consultations are numerous ans often powered down by a huge red-tape as is in most SSA countries.
My experience is that many countries lack the strategic capability to translate the goals into practical programs and projects. I summarise it as the CCC factor.
