The question is asked in the context of:

A potential ramification of the recent LIGO detection of gravity waves from the collision of two black holes (29 and 36 +/- 4 solar masses) is that the number of primordial black holes might have been under estimated.

That is, If one conjectures given the large and nearly equal sizes the black holes, they maybe candidates for being primordial and if one considers the likelihood of observing such an event .
