Could you add some more details about what kind of measurements or experimental setup you are considering? For instance, there is quite a lot research in magnetic resonance imaging (MRI) about water diffusion properties in tissue and the influence of microcapillary blood volume fraction and blood flow on diffusion parameters (e.g., look for recent articles on intravoxel incoherent motion (IVIM) MRI).

I hope I'm correct in assuming that you're talking about light quantities. Then, I'd suggest you tag the question with such topics as "light", "scattering" etc. It would help to remove some ambiguity in future.

Thanks for reply and sorry about ambiguity.

I'm trying to model light propagation in soft tissue and obtain the intensity of light reemerged from the tissue.

Tissue undergoes large mechanical deformation, blood perfusion happens, and consequently blood volume fraction changes.

Now I want to find out this relationship (i.e. blood perfusion and light intensity both inside and over the tissue), model it and if possible simulate spectrum during this deformation.

please note that the scattering coefficient of blood does not scale linearly with the concentration of red blood cells (the hematocrit). Please see e.g. the link to a review paper on the optical properties of blood and references therein.
