The design engineer may desire low base shear by period shifting with soil interaction, connection assumptions , using low E etc... In order to avoid unusual base shear the upper limit is defined.

This condition may be omitted when T calculated is less than CuTa.

The upper limit of period for structure is there to prevent the use of unusually low base shear to design a structure that is overly flexible due to mass and stiffness inaccuracies in the analytical model.
