You can do it by in situ method. Just choose an already well disperse metal oxide so that the RhNPs can impregnate during formation or a suitable capping ligand or stabilization ligand and add suitable amount to the reaction mixture to get surface modified RhNPs. You can see the following:

Then you need a solution, not particles. Look up any recipe for plating (e.g. Ni or Cr) and mimic that solution.
