There are any number of free mind mapping (also known as concept mapping) programs that you can find through a Google search. Another option would be to use a qualitative data analysis program such as NVivo or MAXQDA that allows you to combine coding with mind mapping.

The best one for me is Miro Board, it is an upgraded version of PowerPoint and more. Otherwise you can use Kumu, which is very good for system and behaviour mapping.
