I don't know if that would be the best wavelength but the work can surely be done using 514.5 nm excitation (see Kosacki, I., V. Petrovsky, H.U. Anderson and Colomban Ph., "Raman Spectroscopy of Nanocrystalline Ceria and Zirconia Thin Films," J. Am. Ceram. Soc., vol. 85, pp. 2646-2650, 2002).
