Firstly, I would want to clarify the concepts of learning and belief. I would then want to contextualise the question to a specific educational environment, curricula or main influence. Then I would want to know why the question is being asked and to what purpose. For instance, is it the learning of the teacher or those in the environment we are asking about in this question? Does it matter who it is that is learning or teaching? Why? Yes, because if the teacher is less reflective and perceives learning as i)learning by rote ii) learning specific information for an exam/purpose to be assessed iii) or learning how to learn then the meaning of learning changes.
