I think it is based on citation counts. I mean the papers in an academic journal should be highly cited by other papers in other journals.

As well as, the journal should be a peer review in order to check the validity, quality and often the originality of the submitted manuscripts for publication. Also to maintain the integrity of science by filtering out invalid or poor quality articles.
