Basically journals (Like Evidence-based complementary and alternative medicine) have impact factors. But there are publishers under which the journals are there. For example Evidence-based complementary and alternative medicine is under Hindawi publisher. Under Hindawi publisher, there are alot of journals (Not all of them have impact factor). So, publishers have no impact factor but journals under publishers have impact factor.
From "Web of knowledge" website, you can check the impact factor of all the ISI indexed journals and their respective publishers. I hope it clarifies a bit.
