It would not be a good answer if I pick any one between the two. Even though they are different in terms of pattern, message, structure; both are important & contributable mediums of publications. Short communication sometimes accommodate case reports, case series or original researches (in a short format, usually around 2500 words). On the other hand mini reviews are 'review' articles by natures, however in a short format (Usually less than 5000 words). I would encourage you to publish both as long as your findings has an impact to the future research.
I think that the knowledge that the more important than the paper 1 the paper 1 a may also decide you have just momentarily but for the knowledge-can be with you for life.
I agree with Subir sir and Islam sir. As per my knowledge short communications and review articles contribute equally even though they are different by their pattern. Short communication focus on one issue where as review article deals with many related issues which may help a researcher to get more information.
I suggest to go for both type of publications with good research contributions.
Both Reviews and Short communications have different scopes.

A short communication paper is aimed to direct scientific community toward an issue which you think is important and still needs more exploration and working whereas a literature review is an evaluative report of information found in the literature related to your selected area of study. The review should describe, summarize, evaluate and clarify the previously published literature.
