We're working on creation of new laboratory dedicated to the study of anticancer drugs. For this, what are the basic equipment and tools to by urgently for this lab? In this lab, we'll study the effect of the drugs on cell cycle, induction of apoptosis and molecular mecanisms.

Your question can be answer in a couple of sentences or in several pages; researches have been studying cancer biology for decades without the equipment that we currently have so it is very relative what kind of equipment you would need. The important part is what is the question you want to ask and that would determine what kind of instrumentation would allow you to answer that question. At a minimum I would say that you would need:
Tissue culture hood (I assume you will work in cultured cells)
Cell incubator
Inverted microscope
Thermocycler (or 3 water baths and a lot of patience)
Equipment for western blotting (electrophoresis, transference, development)
Pipettes/pipettor
Refrigerator/-20/-80 freezers
Distilled water equipment
Lots of plasticware/glassware
Lots of reagents (enzymes, media, chemicals, antibodies, etc)
With the equipment mentioned above you could do cell viability, cell cycle experiments in the presence or absence of your chemicals and study the changes in protein/mRNA expression and cell morphology. However this would be a very low throughput set up. This things can be done in an automatic/semiautomatic fashion with hundreds/thousand compounds simultaneously. Of course that doesn't fit your basic equipment question.
