Almost all the Universities of Technology in Germany have good Electrical Engineering programmes. It all depends on what you are looking for.. Examples of such technical universities are Rheinisch-Westfaelische Technische Hochschule (RWTH) Aachen, Technische Universitaet Darmstadt, Technische Hochshule Karlsruhe, Technische Universitaet Muenchen or Berlin. My advice is that you choose a smaller university such as in Aachen, Darmstadt or Karlsruhe where you are more likely to have access to your PhD supervisor. The websites of these individual universities will give you more detailed information on their areas of specialisation and research staff.strength.

Additionally, if you want gain admission for a PhD programme in a German university of technology, you must first have a PhD supervisor called "Doktor-Vater" in German who must have first agreed to supervise  you. Most German universities I know of have both course work and research for a PhD but more emphasis is placed on the research aspect which must be original
