Also, is traditional PhD program or the structured PhD program better?
Almost all the Universities of Technology in Germany have good Electrical Engineering programmes. It all depends on what you are looking for.. Examples of such technical universities are Rheinisch-Westfaelische Technische Hochschule (RWTH) Aachen, Technische Universitaet Darmstadt, Technische Hochshule Karlsruhe, Technische Universitaet Muenchen or Berlin. My advice is that you choose a smaller university such as in Aachen, Darmstadt or Karlsruhe where you are more likely to have access to your PhD supervisor.
