Yesterday I was watching news channels in television that unauthenticated means are being applied openly and at huge level in secondary examinations in a state of India. How such products of secondary examinations can attain potential knowledge....actually we have lost our culture..the 'upnishads' had taught us 'swadhyayanma pramadah'....but are we following that...

your question is a question for all educationists of India..... i think everybody should think over it.....

in my view the main reason are:

• We are diverted from our own education system and subjects.... i.e. in last some decades we have left our SANSKRITI ( educational tradition, educational culture, educational methodology)
• We have just copied british system of education
• Our education is still moving on DOWNWARD FILTRATION THEORY of Lord Macaulays
• Privatisatising education more than requirement
• Gap of theory and practice
• Role of Stakeholders
• Role of Media
• Changing discipline
• moving away from the Indian philosophies
• Blind following of westernization without thinking its suitability in context to INDIA and INDIANISATION
• corruption in education system
• political system
• MATERIALISM

today we are just followers....and in such following we have left what we have.... today we are dependent... economy wise we are dependent on our industrialists.... and they are opening their institutions like mushrooms.... and doing what they want ...as i can say commercialization of education.. 

AS A WHOLE I CAN SAY WE ALL ARE INVOLVED IN DEGRADING THE QUALITY OF OUR EDUCATION SYSTEM...

This question may be better asked with positive thought as follows:

How to become global leader in education.

 I should think money has something to do with it. The three countries with the most highly-ranked universities are US, UK and Australia. Estimates vary but one source gives the following approximate figures for GDP per capita (at purchasing power parity) in US Dollars:

USA: 53,000

Australia: 45,000

UK: 36,000

India: 5,500

No doubt many other factors play a role, but financial resources must come into it.

The main reason is  that the Indian universities do not comply the ranking criteria imposed by these ranking agencies. E.g. employability etc. However, most of the universities in Europe and America, they study the cranking criteria and work accordingly as they want to climb the ladder to show off that they are the best of the best. It indents to attract foreign students too in the other way but Indian universities are still not in that mentality. However, I can see a very considerable change in their mind-sets now and perhaps they would be able to arrive at much better positions in the very near future.

Sanjay Kumar has well said that this question could be positively asked as - how to become global leader in education. I add this wish with remarks of Chaminda Chiran Jayasundara and feel that there should be a common will to be competitive on global horizon. Financial problems as expressed by Brian Poole can be solved to make some globally reputed institution if this number may not be more. If there is will, people can go forward and contribute to uplift the knowledge and life standards in the world..

I am not an University person therefore my perceptions are inferential.

1. State and Central governments accord less importance to Education and provide meager funds relative to other popular vote-bank schemes.

2. The Heads of the universities make lot of difference in the administration and public perception about the University. The vice-chancellors are selected based on political and social criteria rather than merit. The tenure of vice-chancellor is only 3 years while that of an elected representative is 5 years. 

3. The vice-chancellor's powers and decisions are motivated by factors other than education and research. They are not given a free-hand to run the university. Outside pulls and pressures, interference in university matters by the polity hinder university's progress.

4. Heads of the departments are too frequently rotated giving little time to make any significant changes relevant to societal developments. There is no guarantee of these changes being implemented by successors. 

5. Most of the government funded universities are old, recruitments are few, funds provided are hardly sufficient to pay salaries. Facilities seldom get strengthened. Libraries are ill-equipped. Class-room facilities are age old. Hostels are heritage buildings.

6. Lack of motivation, commitment on the part of teaching and non-teaching staff as well as students.

7. Lack of enthusiasm to change and try new methods/techniques.

8. Corruption.

9. Laid-back attitude of students. Youth looking for quick results. Lack of interest, patience, hard work, sincerity, perseverance etc.

10. Lack of team and competitive spirit in the university to become recognized at national/global platforms.

There may be many other locl issues specific to individual universities.

I agree with the comments of Res. B.R. Rajeswara Rao and feel that political intervention, less budget, lack of enthusiasm and corruption are the biggest obstructions to be with high-pitched educational institutes in India. It is very sad that a country is importer of R&D after six decades of its independence. Each country in the world has a responsibility to contribute R&D on which humanity is based primarily.

As you have rightly pointed out that Indian universities commanded respect and attracted overseas students in the hoary past let us hope that in the near future our universities will regain their respect and glory.

I find lots of advancements recently in Indian universities. They are in a proper track of competing other intentional universities. Only the key hurdle that I can see is that they are still slowly progressing unlike the Europe and other American universities. This lateness is very much common in India in all areas compared to those continents. It’s not specifically applicable to the HE sector but also common in all other areas. However, they gain the same thing but not immediately. It takes time. It doesn't mean that they don’t have the ability or resources but this common barricade prevents them from speedy progress.  We need to look at those hurdles behind the lateness carefully and address them wisely. Other than that I don’t see any deprivation, less-resourcefulness or inability which may hinder any Indian university to climb up in the ladder. They are much better than some universities those are already toppers in these ranks but they haven’t so far finely address the criteria that those ranking agencies have imposed.   

causes in my view:

1. Political system in India: We do not need a Nobel prize winner to bring about a change in education system in India - we just need someone who actually has some vision and the courage to implement it. Sadly, all that has been happening in past is increase in number of institutions, privatization and planning of oppressive and loopholed regulatory systems. There has been a little change in education system if at all. There is a huge hue and cry about change in national education policy (even resonated by the present education minister as by all the previous ones), but the last changes were done in 1992 and we remain with an education system that is practically unchanged since last two decades and changed little since its inception. Lack of political will is one of the major reasons of this.

2. Indian Teachers: We have to do some introspection. What is taught in the government schools! Universities - How many teachers want to renew and refreash their own knowledge or have a flair for their subjects! There are many more things. The less said, the better. Truth offends.

3.Privatization: Britain still studies in government schools and India has privatized education to an extent that not even a single middle class family would like to have their child in government school. Private institutions give admission to those who can afford, whether they deserve or not.

It could be that organizations in higher education in India emphasize values, that are different from 'THE Best University Workplace Survey'. I suspect, that organizations just work differently. I posted the question

I agree with Ashutosh Kumar Upadhyay that creativity should be promoted in Indian scenario to get good results. In India, where universities provide marks to students, students try to score higher marks at the place of scoring knowledge. Sometimes students apply wrong means to get marks. There is a need to improve the methods as well as transparency.

There are many reasons !

* poor inftrastructure 

*inadequate students teacher ratio

*extremely poor facility and lack of proper ecouragement/ funding etc for quality research

*cold treatment from every sphere towards the problems of teachers and researchers

Etc etc

One point which all the above members failed to highlight: authenticity of data.
