A committee set up by HRD minister of India in 2015 had underlined that University Grants Commission (UGC), New Delhi had "failed to fulfill its mandate but also has not been able to deal with emerging diverse complexities."
Please discuss your observations and experiences in this respect. What do you think about the roles of such apex bodies in a country? If the UGC, New Delhi has not able to attain its objectives, what modifications are required to make the Indian higher education more valued and successful?
Please also discuss the selection process of professors in universities in your country and its pros and cons.

Hi Prabhat, good question.
First thing should be done is to remove the members by defining and implementing certain benchmark for the members. Also keep audits for the UGC committees about judging the performance of the work and frauds in certifying the universities.

The Committee set up by HRD Minister has recommended to constitute 'National Higher Education Authority' to replace the UGC. However any new apex body or system can be successful only when it abolishes wrong practices and establishes transparency in its pursuance. Any system should self-evaluate it to achieve its objectives. Indian higher education should forward value education and values in education.
I think that apex body should make a percentile ranking of universities in terms of its success in terms of providing education and research so that a competitive atmosphere may be created among them. It is seen that abilities incurred in different universities for same marks obtained is not equal, however the students from them have equal opportunities.
Universities should be able to increase the proficiency of potent students and degrees (and marks) provided by them should be a standard in the society.

You are write about new apex body, but even after self evaluating systems, there is need of the human to take decision at right time to make the change effective. So human role in any automated systems can not be neglected.
