The question is linked to the latest nature news (http://www.nature.com/news/indian-elections-fall-flat-on-science-1.15173?WT.ec_id=NATURE-20140508) where it is said that, India currently contributes no more than 1% of the top 1% of global research. Also manifestos provided by political parties does not talk about improvement of research in India.
So, what do you think are the feasible ways to improve the quality and quantity of scientific research in India, which we can implement on our own without expecting from the political parties or government.

In India so many talents are available..
But Due to no job security, less pay scale and No proper environment.
is the major factor of decay...
Simple way of improvement is, focus on the Development of R&D on large scale.
so peoples will take interest...

I think with this, again we are expecting from the system or government without any individuals contribution to science.
Without any Comfort base, No one can give Best Output.
