The two terms (water budget and balance, are they the same, similar or different?
What is the basis or the relationship between the two?
Can I get a concise water budget for regions across countries developed and developing Nations inclusive.

Both term are the same.it is a conservative measure of available water at a particular time range and place. Inflow - Outflow= Available water(balance).It do vary across sub basin due to many factors. researchers do often evaluate it. past water budget /balance for different region in a country is available in literatures.

Like Amoo, I also think the two terms are used interchangeably and refer to the quantification of inputs, ouu[uts and storage changes of water across a region. Obtaining a water balance depends upon the scale and complexity of the region to identify the inputs and outputs, and then ( the hardest part) is to get data on these inputs+outputs. Global precip and ET datasets are available, that give an idea of balances ar a coarse scale ( PRECIP - ET = RUNOFF); however requiring a finer understanding of say, groundwatert-surfacewater dynamics requires data at a finer resolution, which implies the need for monitoring with instruments. The literature has a lot of water balance studies done at various scales using various methodologies. The component with the largest error in water balances is evapotranspiration, especially if there are forests in the area concerned.
The water balance method provides effective estimates of Evapotranspiration rates if accurate stream gauging and precipitation data are available. Used for large watersheds, and compares water inputs (e.g., precipitation) and outflows (e.g., stream flow) for a given basin over long periods of time.
