Is there a framework that could be referred to design a curriculum for children with severe disabilities?
The curriculum should allow for flexibility in the attainment of the learning goals as not all students will be able to progress at the same rate, but will eventually get there. I am also including the RG link above on disabilities for your information:

A study from 2006 investigated the effects of the Self-Determined Learning Model of Instruction (SDLMI) on the academic skill performance of three junior high school students with moderate to severe intellectual disabilities (Participation of Students with Moderate to Severe Disabilities in the General Curriculum: The Effects of the Self-Determined Learning Model of Instruction, Research and Practice for Persons with Severe Disabilities September 2006). The academic skills taught were aligned to the district general curriculum, and extended benchmarks were individually determined. The students were instructed to engage in a self-regulated problem-solving strategy, as well as to use one or more additional student-directed learning strategies. The results suggested that all students were able to acquire and maintain target academic skills to mastery levels. Also, all stakeholders had positive perceptions about the value of such instruction. The implications of these findings relative to the general curriculum initiative are discussed in the study.

There are really no one-size fits -all curriculum design for student with severe disabilities. however, curriculum for this population should fundamentally be flexible in content and approach. With at least 13 categories of disabilities, there is a possibility that a student might exhibit more than one disability, you might want to consider the curriculum design to first of all address the student strength and abilities first. Also, your ultimate goal should be a curriculum that supports, individualization, functional academic and independent living skills.

this is not an easy question to answer and the answers would also depend on different types of disability (eg. Physical/Visual/Hearing among others) and as to what 'model' of disability you are looking at. As you may be aware, there exists the medical model, social model, human rights model of disability, among others. At present Disability has evolved significantly to the 'Social Model' whereby 'society needs to change' to create 'equal access' for people with disabilities in all contexts. Building on this, one of the key aspects is Universal Design Instruction (UDI) built on 7 Universal Design principles of access. Hence perhaps look at the below for possible incorporation into your pedagogical model.

When designing the curriculum, the following must be taken into account:
1- The educational objectives (learning outcomes) are defined.
2- Students' needs are identified.
3- Experts are consulted.
4- View the available and existing curricula.
5- Determining a committee of experts to develop the new curriculum.
6- Planning the curriculum and presenting it to external experts.
7- Implementing the curriculum and then evaluating it

The first step is to consider the student's interests and preferences when addressing the curriculum. What is it that the student will be able to do realistically and is the skill important for the student to incorporate into their life's work habits, routines, etc.? Are there multiple ways for the student to engage with the content and to demonstrate their knowledge? Has technology been included to provide students with the tools to use independently? Remember to set the stage for them to engage fully before you ask them to do/learn something new!
