While the question is easy to pose it is a lot more difficult to answer. First of all which desalination technology do you plan to use:
RO (Reverse osmosis)
MED (Multi effect distillation)
MSF (Multi stage flash evaporation)
etc.
There are may types of desalination technologies and each have their own advantages and drawbacks when it comes to fouling and scaling.
So start by identifying the technology relevant to you and it will be easy to find relevant literature since the topic of fouling and scaling has been researched extensively for all relevant methods of desalination.

You need to be specific to ask this question. its actually an area you can say. There are variety of membrane systems used for desalination.
