The is an excellent overview of the lab they have used in Figure 1, that may help you in building your own. It was all opensource.

The following also sounds useful, not sure if it actually "free" however. It web console based, and probably proprietary:

"SevOne VoIP Telephony Monitoring, enables organizations to monitor the quality of experience for their VoIP applications from the same system and web-based console that they use to manage their network performance and availability. All of the SevOne capabilities for polling, monitoring, alerting and reporting are available for VoIP call quality metrics."

Apparently it measures QoE in the web system, I imagine it lives within a Linux back-end.

In this website (http://www.voip-info.org/wiki/view/How+To+Debug+and+Troubleshoot+VOIP) they talk about several Ethernet monitoring tools that can be used in Linux. I have never used them, so I am not sure about their usability for your purposes.

for some time we realized a similar scenario, published here:

We tested a real live carrier grade VoIP scenario using Opensource tools and our own extension. Our prototype is capable to measure the QoS

and QoE parameters R-factor, one-way delay, and packet

loss probability. Calculated R-factor values can be mapped on the subjective

evaluation of voice quality represented by the five point

scale of Mean Opinion Score (MOS).

thanks for the feeback. At the end we decided to use the Mausezahn tool and we added the required functions to calculate VoIP QoE by our own.
