@Jeryrajkumar I would not use a Brookfield TC viscometer for viscosities below 1cP. Do you have examples of their reliability in this range?
@Ernest Liquids with viscosities below 1cP are almost certainly Newtonian, so shear rate dependence should not be a problem. Therefore an appropriate glass capillary viscometer is the best choice in my opinion. You get the most accurate results, but the measurements are hard work.
