Using turbine in between of pipe, why is velocity not decreasing at outlet if turbine restrict water velocity?

i have done simulation in fluent, using turbine in a pipe to find out the torque but i have a question that inlet and outlet velocity of pipe is equal which is right according to mass flow rate but i want to know why the velocity is equal? If turbine uses some velocity of water then why is velocity not decreasing at outlet ? Using turbine in between of pipe, why is velocity not decreasing at outlet and pressure also approx. same at outlet if turbine restrict water velocity?

becoz at the outlet of turbine pressure decreases.This major thing we can notice in case of jet engines,where turbines are used to increase the exit velocity to provide thrust.
