Using turbine in between of pipe, why is velocity not decreasing at outlet if turbine restrict water velocity?

i have done simulation in fluent, using turbine in a pipe to find out the torque but i have a question that inlet and outlet velocity of pipe is equal which is right according to mass flow rate...
