But a foolproof planning ang and proper implementation of it is required.
In India, the system is such that some second class History or Geography MA or alike people take final decisions of a Medical Project. Even the promotion to the higher decision taking posts are not related with quality or efficiency at least in most of the cases.
How it can be done?

Sustained competitive advantage is obtained by all the three things you have mentioned. When all these are done, nations can maintain their competitive advantage.
I am completely agree, but I would add infrastructure, education and an economic system that encourages the freedom of individuals and companies to foster initiatives and businesses.
The present economy plays a stiff competition due to the increased competitors in the Market... To be in the market for a long time ultimately manufacturing, new research ideas and innovation must be important and it's need of the hour....
Yes it is true for countries who respect science but for countries that do not respect science, money and power are the pillars.
Those three generate new technologies, new jobs and how to increase effifiency of those new jobs and technologies

In general : yes. In my opinion the importance of the research and innovation come after the manufacturing. In order to promote research and innovation, at least 2% of public budget should be reserved for (let us take a good example of Turkey, since more than 5 years now I think).
They are backbone of most of the country. But other economic activities like agriculture, services also forms a large part of GDP. Therefore all round focus on various aspects of economy are important for the growth.

3. 'Technology' contributes in 'Economy'
4. 'Innovation' contributes in 'Technology'
5. 'Intellegence' of system reinforced 'Innovation'
To a greater extent. Research paves way for innovative ideas and ways of boosting manufacturing processes and products to bring development. Funding for research in higher institutions as well as at workplaces in R & D departments are a step in the right direction. It is the pinnacle of development.
With well prepared plans, they are representing 100% ratio of that country.
