Intellectual capital, if converted into innovation can impact a lot on development of an enterprise. In my experience of working in three multinationals and several startups, I observed, for startups its easy to use intellectual capital and monetize ideas. For bigger organizations, due to silos and within department politics/fight for credit & resources' intellectual capital & innovation is compromised.

knowing does not necessarily imply innovating. IC can simply imply knowing.
you can still have IC stock, but stagnating innovation.
in answer to the question, IC that is new or relevant, and can be exploited. i would also consider the 'radicalness' of the IC.

Intellectual capital (IC)? You have not defined or explained what IC means to you. How you define IC can be used to explore the role of IC in the development of an enterprise. In my view, IC in its broad sweep will not necessarily lead to innovation. Only IC of the kind that is relevant to innovation can lead directly to innovation. I wonder if others agree or disagree with my viewpoint. Whatever the viewpoint, the context is important to any discussion of the role of IC.

Actually, don't exist common concess in the IC concept and metrics, you need fix a framework to make inferences or hypothesis
In a knowledge-based economy, there may be a paradox situation of the growing importance of intellectual capital of highly qualified staff serving technological processes and developing new, innovative technological solutions that are used in industry. An example is the new, developing technologies of Industry 4.0 and innovative logistics solutions, ecological innovations, also in the field of medicine and services related to these areas of technology.
If intellectual capital is free and activated, i.e. if you don't make organizational or administrative barriers, then it can contribute to enerprise development. Under IC I consider human reyources and thier knowledge and expertize in the company.
